Dhaka North City Corporation (DNCC) has ordered tenants to conditionally give them the keys to the roof and main gate to prevent loss of life in buildings due to fires, earthquakes and other disasters.
DNCC Administrator Mohammad Ejaz made the announcement at a press conference on Tuesday to mark the release of ‘Dhaka’s housing rental guidelines’ at Nagar Bhaban in Gulshan.
He said that to ensure the rights of tenants, 16-point guidelines have been issued in light of the Rent Control Act, 1991. These have made it mandatory to ensure habitable houses, uninterrupted gas-electricity-water connections, not to increase rent before two years, not to take advance payment beyond a certain limit, and to provide monthly rent receipts.
In addition, it has been ordered to ensure the right of tenants to access the house at any time, provide opportunities for greening on the roof and open spaces, and resolve rent-related disputes through local ward-based associations. DNCC said that landlords and tenants will be made aware of the implementation of the guidelines.
