The Ministry of Primary and Mass Education has issued the Government Primary School Teacher Recruitment Rules-2025, bringing sweeping reforms to teacher recruitment. The much-debated 80% women and dependent quota has been scrapped, setting a new age limit of 32 years for applicants.
Under the revised rules, 93% of assistant teachers will now be recruited purely on merit, following a High Court directive. Promotion opportunities for assistant teachers have also expanded, with 80% of head teacher positions reserved for promotion—up from 65%. The remaining 20% will be filled through direct recruitment.
For the first time, posts for physical education and music teachers have been added. Among the merit-based appointments, 20% of positions will go to science graduates, while the remaining 80% will be open to graduates of other disciplines. However, quotas remain for freedom fighters’ families (5%), ethnic minorities (1%), and persons with disabilities and third-gender candidates (1%).
Candidates with any third division or equivalent CGPA in their academic records will be disqualified. Recruitment will be organized at the Upazila and Thana levels, ensuring decentralization and local representation.
