Professor Ali Riaz, Vice-Chair of the National Consensus Commission, has stated that all political parties have reached a consensus on holding a referendum to implement the July Charter.
Speaking to journalists on Sunday after a four-day meeting at the Foreign Service Academy in Dhaka, he said that mutual agreement has been established among the parties, and a referendum is crucial to ensure people’s participation. This is being regarded as the first major step in the implementation process.
He added that the legislature formed through the February elections must be structured in a way that allows the proposed constitutional amendments under the July Charter to be easily completed. Previously, some parties had suggested seeking the Supreme Court’s opinion, but now most parties believe that may no longer be necessary.
Acknowledging the parties’ tolerance and courage to change positions, Professor Riaz said, “The parties have moved away from their original stance and contributed to building national consensus. This is a major progress in implementing the July Charter.”
He expressed hope that the commission will finalize its recommendations by October 15. Another meeting with the parties is scheduled for October 8, and there are plans for separate discussions with the commission’s expert panel to clarify legal and constitutional frameworks.
Regarding the submission of representatives’ names for signing the July Charter, Ali Riaz said that three-fourths of the parties have been asked to provide names, some have already submitted, while others have not yet done so. He urged the remaining parties to submit their names promptly.
