The House of Representatives, the lower house of the US Congress, has passed a resolution calling for limiting the president’s ability to conduct military action against Iran without congressional approval.
The Democratic-led ‘War Powers’ resolution passed by a vote of 215–208. Several Republicans also voted in favor of the resolution, making the issue more politically significant.
The proposal would require the executive branch to seek congressional approval before taking major military action abroad. Supporters say the U.S. Constitution gives Congress significant authority to declare war or engage in long-term military action. Therefore, it is necessary to ensure the opinion and approval of lawmakers on sensitive issues such as national security.
However, the proposal still has a long way to go before it becomes law. It must pass the Senate and then be approved by the president. If the president vetoes it, it would require a two-thirds majority in both houses of Congress to override. As a result, while its immediate practical impact is limited, analysts believe it is an important political message.
According to political observers in Washington, the vote has brought to the fore an ongoing debate between Congress and the White House over the balance of power over war and foreign policy, particularly the role of Congress in future US policy decisions regarding the Middle East.
